WEST WARWICK -- The prospective developer of a $100-million indoor water park and resort in the town's business park won a second key approval for the project this week.
The Zoning Board of Review, on Wednesday, unanimously granted Dial Family Resorts a special-use permit that was needed to build a hotel on the site. Earlier this month, the Planning Board voted master-plan approval for the venture that Dial, based in Nebraska, has dubbed Shipwreck Falls.
Now that the zoning board has acted, the project will return to the Planning Board for a series of further approvals. That probably will not happen for several months, according to Elaine Mansour, the town's block-grant manager, who is familiar with the procedure.
"In order to come for preliminary approval, the developer has to have their drainage and engineering worked out," Mansour said. "It's quite a process for a project of this size."
As described by the developer, the indoor park would include nine water slides, a wave pool, a tubing ride and a "lazy river" for floating, as well as forts with spray guns, fountains and other attractions. An outdoor pool and large deck area would be open in the summers.
Surrounding this would be 347 hotel rooms, 28,000 square feet of convention space, a restaurant, family dinner theater, spa and fitness center, according to Michael Day, the president of Dial Family Resorts.
In issuing the special-use permit, the zoning board imposed stipulations including a requirement that any above-ground retention pools or basins be surrounded by fencing, that evergreens be planted as a buffer between the complex and an adjoining neighborhood, and that there be no deterioration in water service to nearby households.
Day estimates the resort would need about 120,000 gallons of water per day.
Shipwreck Falls would be built less than a mile from the site of Harrah's Entertainment's proposed casino in the business park. Under a 1999 ordinance, the water park site could not be used for gambling or for access to a gambling venue.
The company hopes to begin construction by the spring and complete the park by the spring of 2009.
